Abstract : This paper is introducing a relatively new scientific method in the field of built environment in terms of the analytical relation between the structure and the users. Here, what is meant by structure is not a single building like residentce, school or university, but rather an extended to larger scale of group of buildings such as housing area, llIId might reach to the level of the city planning. The main process and that is, the evolution stage after construction with respect to the users needs. Thus, the paper is designed to achieve the following goals: 1- To explicit the importance of the post-occupancy evolution in achieving a high rate of the structure's performance and the users satisfaction. 2- To encourage the research in the post-occupancy evaluation for most of the existing projects in order to benefit from the results to improve the existing situations and to avoid the mistakes and the conflicts between the users and the structure beforehand. The paper is divided into two parts: The first part deals with theoretical concept of post- occupancy evaluation as a method, and the perception as tools for applying the method, then test them based on the visitors and occupants visions and needs at the city level. The second part shows the method's applications through the analytical demonstration of the city. The aim is to find out the causes and effects of the city's level of clearness to the user's satisfaction. However, the paper reached, the conclusion that the driver on the main roads of al-Jubail city might find himself lost after a while and difficult to locate his place.
